Fill the overflow tank, warm up the engine and let it cool (with the cap ON) and let it suck the coolant in that way. It may take a few times. It may help to park the car on a slant with front end higher up.

If you have -50 c you had better get a new block heater and treat the car with respect. Why take the chance that the weather will not freeze your block or crack it. You could also use a couple of extension cords under the hood with large bulbs.
